Mobilehome Park Rent Stabilization
The County of Sonoma Mobilehome Rent Stabilization Ordinance (MHRSO) limits the space rent charged to any mobilehome owner pursuant to a month-to-month rental agreement. Civil Code section 798.17 provides that rental agreements which exceed 12 months in length, among other requirements, are exempt from the local MHRSO. AB 2782 (Effective Jan. 1, 2021), ends this exemption as follows:
- Mobilehome space rental agreements of any length signed on or after February 13, 2020, are subject to local rent control or stabilization ordinances, and any prior exemption under Civil Code section 798.17 no longer applies for those spaces.
- All rental agreements with a term of 12 months or longer signed prior to February 13, 2020, will remain exempt from the MHRSO until they expire, or until January 1, 2025, whichever occurs first.
Spaces that are not the principal residence of the mobilehome owner, park-owned mobilehomes, and recreational vehicles that have occupied a mobilehome space less than nine (9) months are exempt from the provisions of the MHRSO and from administrative fees.
The CPI for July 2023, as released by the United States Department of Labor in August 2023, is listed as 2.9%.
