Cannabis Business Readiness Guide: 4. State Licensing
As directed by the Medical and Adult Use Cannabis Regulation and Safety Act (MAUCRSA), Cal. Bus. & Prof. Code § 26000 et seq., the Department of Cannabis Control (DCC) is responsible for issuing cannabis business related licenses.
- Note: in addition to state licensing requirements, local cannabis permits (land use) or cannabis health permits (edible manufacturing and retail) are required.
State Water Resources Board
The State Water Board is developing and implementing new regulatory programs to address potential water quality and quantity issues related to cannabis cultivation.
Track and Trace System
The California Cannabis Track-and-Trace (CCTT) system is being used statewide to record the inventory and movement of cannabis and cannabis products through the commercial cannabis supply chain. This system must be used by all annual and provisional cannabis licensees, including those with licenses for cannabis cultivation, manufacturing, retail, distribution, testing labs, and microbusinesses.
