Public invited to comment on upcoming Environmental Impact Statement for Koi Nation casino project

The U.S. Bureau of Indian Affairs is now accepting public comments on an upcoming Environmental Impact Statement for the Koi Nation of Northern California’s proposed casino resort project southeast of Windsor.

The federal agency is inviting the public to identify potential issues, concerns and alternatives that have not yet been raised during its review of the proposed Shiloh Resort and Casino Project.

Last September, the Bureau of Indian Affairs issued an Environmental Assessment analyzing the potential impacts that could result from the development of a casino, hotel, ballroom/meeting space, event center, spa, parking and associated infrastructure on a 68.6-acre property located at 222 E. Shiloh Road adjacent to the Town of Windsor. After receiving feedback from the public on its assessment, the Bureau of Indian Affairs decided to prepare an Environmental Impact Statement to further analyze the effects of the proposed development. The study may be expanded or reduced based on public comments received by the agency.

Written comments will be accepted through April 8. Please include your name, return address, and “NOI Comments, Koi Nation Fee-to-Trust and Casino Project” on the first page of your written comments or in the subject line of emailed comments. The Koi Nation bought the parcel in September 2021 and in March 2022 applied with the U.S. Department of the Interior to have the land placed into trust to become sovereign tribal land. The application is still under review. 

The county does not have regulatory jurisdiction or decision-making authority over whether a casino opens on land the federal government has taken into trust for gaming for a tribe.
