Public invited to comment on environmental assessment for Koi Nation casino project at September 27 virtual hearing

The U.S. Bureau of Indian Affairs will hold a virtual public hearing September 27 to receive public comments on the Environmental Assessment for the Koi Nation of Northern California’s proposed casino resort project southeast of Windsor.
The hearing will begin at 6 p.m. on Zoom. Instructions for participation in the public hearing are available at www.shilohresortenvironmental.com.
Copies of the Environmental Assessment are available for public review at www.shilohresortenvironmental.com and the Windsor Regional Library, 9291 Old Redwood Highway No. 100.
The report assesses the environmental impacts that could result from the development of a casino, hotel, ballroom/meeting space, event center, spa, parking and associated infrastructure on the 68.6-acre property, located at 222 E. Shiloh Road. The site is bordered by Shiloh Road and residential parcels to the north, Old Redwood Highway and residential parcels to the west, and agricultural and commercial parcels in unincorporated Sonoma County to the south and east. It is currently used for a home and vineyard.

Based on public comments and the analysis in the Environmental Assessment, the Bureau of Indian Affairs will decide whether to direct further work on the assessment, initiate the preparation of an Environmental Impact Statement, or issue a finding that the project has no significant impact.
The Koi Nation bought the parcel in September 2021 and in March 2022 applied with the U.S. Department of the Interior to have the land placed into trust to become sovereign tribal land. The application is still under review.
The county does not have regulatory jurisdiction or decision-making authority over whether a casino opens on land the federal government has taken into trust for gaming for a tribe.
