On or about May 24, 2024 the Sonoma County Community Development Commission (SCCDC) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) as authorized by the Housing and Community Development Act of 1974, Title 1 (42 U.S.C. 5301 et seq.), to undertake a project known as L and M Village Parking Lot Rehabilitation proposed by the City of Healdsburg for the purpose of repaving the parking lot of an existing transitional housing site located at 70 Healdsburg Avenue, Healdsburg, CA 95448 with estimated funding of $200,000 of CDBG funds. The proposed project involves the removal of the existing asphalt and or cement in the parking lot area, and installation of new asphalt and re-striping as needed. Additionally, on the southside street frontage a new accessible sidewalk and driveway apron will be installed.
Digging, excavation, and or trenching is not proposed.
The activities proposed are categorically excluded subject to Section 58.5 under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at 1440 Guerneville Road, Santa Rosa, CA 95403 and may be examined or copied weekdays 8 A.M to 5 P.M.
Public Comments
Any individual, group, or agency may submit written comments on the ERR to SCCDC in writing to the following address: 1440 Guerneville Road, Santa Rosa, CA 95403 or by email to Veronica.Ortiz-DeAnda@sonoma-county.org . All comments received by Wednesday, May 23, 2024 will be considered by SCCDC prior to authorizing submission of a request for release of funds to HUD.
Environmental Certification
SCCDC certifies to HUD that Michelle Whitman in her capacity as Executive Director of SCCDC consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Healdsburg to use CDBG funds.
Objections to Release of Funds
HUD will accept objections to its release of funds and SCCDC’s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of SCCDC; (b) SCCDC has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at the following address: 1 Sansome Street, Suite 1200, San Francisco, CA 94104-4430 or by email to RROFSFRO@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
