Permanent Asti Bridge
Sonoma Public Infrastructure's offices are now located at 400 Aviation Blvd, Suite 100, Santa Rosa, CA 95403.
About The Project
A Permanent Asti Bridge will provide an additional, reliable, year-round egress, particularly during disaster emergencies, which are an increasingly frequent threat. The total estimated project cost is $30 million, and the County of Sonoma proposes to fund $16 million. Property owners may be required to fund a portion of the project costs, depending on any grants that may be available and the potential approval of a Bridge Assessment District.
Until then, the temporary Asti crossing will continue to be utilized during the appropriate seasons. Due to environmental permitting, the County is not able to open the bridge until after June 15. Construction of the temporary bridge will begin shortly thereafter and is expected to last a minimum of two weeks.
The seasonal Asti crossing will be removed on Monday, November 4, 2024.

Community Updates
September 10, 2024
The Department of Public Infrastructure presented a crucial item to the Board of Supervisors, which included an Adoption of the Mitigated Negative Declaration (MND) and Mitigation and Monitoring Plan (MMP), as well as an approval of the project as a whole. This was ultimately approved by the Board of Supervisors.
Next up: Following the Board of Supervisors' meeting, our next steps involve engaging with the community to develop a comprehensive strategy for the remaining design and construction phases. We will be evaluating options to fund these phases, including, but not limited to:
- Grant Funding: Exploring available grants that could support the project.
- Financing District: Considering the establishment of a Financing District to fund a portion of the remaining design phase of the project.
Each of these funding options has different implications for the community and it's essential that we understand these impacts thoroughly. We will be organizing meetings and forums to discuss these options with the community, so your input and feedback will be invaluable as we work together to move forward with this project.
As always, thank you for your continued support and engagement.

A Mitigated Negative Declaration/Initial Study has been submitted by the Sonoma County Permit and Resource Management Division (PRMD) and submitted to the Department of Public Infrastructure. Additionally, a Notice of Intent to Adopt the Mitigated Negative Declaration Pursuant to the California Environmental Quality Act (CEQA) has been published.
The Mitigated Negative Declaration/Initial Study can be seen here.
The Notice of Intent to Adopt can be seen here.

An Initial Study of the environmental impacts for the proposed project has been prepared. The Sonoma County Environmental Review Committee (SCERC) will review the Initial Study for this project at 9:05 a.m. on Tuesday, May 7, 2024, in the Law Library located at 2604 Ventura Avenue in Santa Rosa, California.
The SCERC will determine whether the Mitigated Negative Declaration is the adequate environmental document for the project. They will not decide whether to approve the project; that decision will be made by the Sonoma County Board of Supervisors at a later date, after the environmental document has been prepared and circulated for public comment.
Everyone who is interested in attending can do so and may have their time to speak. If you wish to bring environmental issues or concerns to the attention of the SCERC but cannot attend this meeting, please send written comments to Jackson Ford, the Senior Environmetal Speciailist with the PRMD, at jackson.ford@sonoma-county.org. The written comments must be received before the SCERC meeting.
Additional information on the project and the environmental review process can also be acquired through Jackson Ford at (707) 565-8356.

County Environmental Review Committee to meet regarding Initial Study
On April 28, 2023, the Board of Supervisors authorized the Department of Public Infrastructure to proceed with Phase 2 of the design work for the Asti Bridge Project, which includes preparation of environmental documents for the California Environmental Quality Act analysis and acquisition of right-of-way.
An Initial Study of the environmental impacts of the proposed project has been prepared, and the Sonoma County Environmental Review Committee (ERC) has scheduled a review at 9:00am on Tuesday, December 19, 2023 in the Board Hearing room at the 575 Administration Drive, Room 102A, Santa Rosa. For complete meeting details, including a copy of the Initial Study, visit the ERC website (click on the "Upcoming Events" Dec.19th date) at: https://permitsonoma.org/boardscommissionsandcommittees/environmentalreviewcommittee.
In this preliminary meeting, the ERC will determine what type of environmental document should be prepared for the project; it will not decide whether to approve the project. That decision will be made by the Board of Supervisors at a future date, after the environmental document has been prepared and circulated for public comment.
The public is welcome to attend and to speak at this meeting. If you wish to bring environmental issues to the attention of the Committee but cannot attend this meeting, please send written comments to: Jackson Ford, Senior Environmental Specialist, Permit and Resource Management Department, 2550 Ventura Avenue, Santa Rosa, CA 95403. Area residents participated in a well-attended community meeting on October 8, 2023 to discuss a range of topics, including emergency response, resiliency measures, and a progress report on the Permanent Asti Bridge Project. Director Johannes Hoevertsz shared that the county team continues to work through technical and environmental research on this very ecologically and technically complex site. He shared a schematic draft of alignment alternatives, as well as some theoretical visual renderings. Study completion is expected in June, 2024, when the findings, and preliminary Special District creation will be brought to the Board.
