Divisions

 

Administration

The ACTTC's Administration Division handles a variety of tasks that support the department head and service divisions. In addition, staff within this division oversee the department’s human resources, payroll and other administrative functions, including providing support to all other divisions.

 

Audit

The County of Sonoma Auditor-Controller-Treasurer-Tax Collector's Audit Division performs fiscal audits through out the county. The Audit division also manages the county and public fraud, waste and abuse whitsleblower hotline.

 

Client Accounting

The Client Accounting Division provides specific accounting services and administrative support to various county departments, local districts, and other governmental entities on a contractual basis.

 

Deferred Compensation

The ACTTC's Deferred Compensation unit, in collaboration with Nationwide Retirement Services, administers the County's pre-tax savings programs on behalf of County employees. These programs are intended to encourage employees to save additional funds for retirement.

 

Disaster Finance

The Disaster Finance Division of the Auditor-Controller-Treasurer-Tax Collector's office is responsible for tracking and auditing expenses and submitting claims for reimbursements for each disaster declared with in the county. Enterprise Financial System

The Enterprise Financial System (EFS) Support Organization has integrated all of the County's departments, divisions, lines of business and geographical locations into a single, shared financial system, EFS. The EFS Support Organization is committed to collaborating to provide quality maintenance and driving continuous improvement of the County’s EFS through leadership, training, and guidance for its user community in implementing best practices.

 

Investment and Debt

The Investment and Debt division is responsible for the daily management of the treasury pooled investment fund portfolio of approximately $2.4 billion, manages the county debt program, and provides services for the employee deferred compensation program.

 

General Accounting

The Accounting Division provides accounting support for all General Services Divisions. Its responsibilities include processing payroll, accounts payable, accounts receivable and the preparation of financial reports for the General Services Department.

 

Payroll

The Payroll Division of the ACTTC provides biweekly payroll processing for all 27 County Departments and 5 Special Districts/Agencies. The Payroll Division ensures compliance with Federal, State, and Local laws & regulations and compliance of all 11 Memorandums of Understandings and the Salary Resolution.

 

Property Tax Accounting Division

The Property Tax Accounting Division allocates collected property taxes to the County of Sonoma's various recipient districts, agencies, and schools.

 

Revenue Accounting

The Revenue Accounting division is responsible for the billing, collection, and processing of Secured, Supplemental, and Unsecured property taxes for the County. This division is responsible for the tracking and accounting of delinquent tax payments and, under the direction of the Board of Supervisors, is responsible for selling delinquent properties at tax sale. In addition to property taxes, the Revenue Accounting Division bills and collects for county Cannabis Tax and Transient Occupancy Tax.

 

Treasury

The Treasury Division is responsible for the safekeeping of funds for the County, School Districts, and Special Districts. The Treasury oversees all banking operations for the County and its departments and is the paying agent for all debt and Special Assessments. The Treasury is also responsible for the allocation of annual interest earnings annually.
