Sealed bids, subject to the terms and conditions set forth herein, will be received at the County of Sonoma Department of Transportation and Public Works Office at 2300 County Center Drive Suite B100, Santa Rosa, California, 95403 until Tuesday, June 30, 2015, at 3:00 p.m . (according to the wall clock in the reception area of the office of the Transportation and Public Works reception area). Sealed bids will then be transferred to the Main Conference Room of the Sonoma County Transportation and Public Works Office located at 2300 County Center Drive, Suite B‐100, Santa Rosa, CA, 95403 at which time they will be publicly opened and read aloud by the Sonoma County Director of Transportation and Public Works or her designee.
The Department of Transportation and Public Works office hours are Monday through Friday, 8:00 am to 5:00 pm. The Sonoma County Director of Public Works will review the bids and refer the bids to the Board of Supervisors to consider awarding the project within 60 days of bid opening.
At the time this contract is awarded, The Contractor shall possess a Class A license or any combination of the following Class C licenses which constitutes a majority of the work: C‐12 Earthwork and Paving Contractor.
General Work Description:
The work to be done consists, in general, of providing and applying polymer modified rejuvenating emulsion seal coat to County roads and such other items or details, not mentioned above, that are required in this proposal to be performed, placed, constructed or installed. Bids are required for the entire work described herein.
REGISTRATION PURSUANT TO LABOR CODE SECTION 1725.5 REQUIRED. As of March 1, 2015, all Contractors submitting a bid proposal for this project, and any Subcontractors listed therein, must be currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. County requires proof of current registration by contractor and all listed subcontractors as a condition to bid on this project, subject only to the allowances of Labor Code section 1771.1.
This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code 12990.

Technical questions should be directed to Tasha Houweling in accordance with the date outlined within the Plans and Specifications. Questions should be submitted via fax at (707) 565‐2620. The subject line must include: 2015 ASPHALTIC EMULSION SEAL COAT - M15201. Only faxed requests will receive an email response. Questions will be answered by email to all known holders of the Plans and Specifications. The bidder is solely responsible for providing their e‐mail address to the County.
The successful bidder shall furnish both a performance bond for the full amount of the contract and a payment bond in accordance with California Civil Code Section 3247, as set forth in the Instructions to Bidders.
The County of Sonoma affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, national origin or other prohibited basis in consideration for an award.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at County of Sonoma, Department of Transportation and Public Works, 2300 County Center Drive, Suite B‐100, Santa Rosa, California 94503 and available from the California Department of Industrial Relations' Internet web site at http://www.dir.ca.gov/DLSR/PWD. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the Bid Book and in copies of this book that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of Bid Book. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.
A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any 2015 Asphaltic Emulsion Seal Coat - M15201 BB‐ 3 June, 2015 contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
The Contractor must post the applicable prevailing wage rates at the Site, in addition to all other job site notices prescribed by regulation.
The Board of Supervisors of the Sonoma County reserves the right to reject any or all bids and to waive any defect or irregularity in bidding.
